Your Key to HMRC Online Services
If you’ve ever tried to file a tax return, check your tax code, or manage any aspect of your tax affairs online, you’ve probably encountered the Government Gateway. It is the single sign-on service for almost all of the UK government’s online services, not just HMRC.
Think of it as your master key to the digital government. This guide will explain exactly what the Government Gateway is, how to set it up, and how to troubleshoot the most common login issues.
Once set up, you’ll be able to access your Personal Tax Account and all other HMRC Online Services.
What is the Government Gateway?
The Government Gateway is a centralised registration service that allows you to access a wide range of government services online using a single set of login details. When you sign up for services like Self Assessment, PAYE for employers, or even a provisional driving licence, you are using the Gateway. It is a secure system designed to verify your identity and protect your personal information.
Understanding Your Account Types
When you register, you create one of three types of Government Gateway accounts:
Individual Account
For managing your personal tax affairs, such as your Self Assessment or checking your National Insurance record.
Organisation Account
For managing business taxes, such as Corporation Tax, PAYE for employers, or VAT.
Agent Account
For tax agents and accountants to manage the tax affairs of their clients. As a registered agent, we use this type of account to access our dedicated services.
Your Government Gateway User ID
Your User ID is a unique identifier for your account. It is usually a 12-digit number for accounts created since 2008. It’s crucial to understand that this User ID is different from your Unique Taxpayer Reference (UTR). Your UTR is 10 digits and identifies you for tax, while your User ID identifies your account.

How to Set Up a Government Gateway Account
Setting up an account is a straightforward process, but you will need some information to hand.
Go to the HMRC website and find a service you need, like Self Assessment. When you click to sign in or register, you will be guided to the Government Gateway.
You will be prompted to create an account as an Individual, Organisation, or Agent. Select the one that’s right for you.
You will be asked to provide information to verify your identity. This typically includes:
- Your email address.
- Your National Insurance number.
- Details from a passport, payslip, or P60.
You will be prompted to create a secure password and set up a multi-factor authentication (MFA) method. This is a vital security step.
Multi-Factor Authentication (MFA) Explained
HMRC has introduced MFA to add an extra layer of security to your account. It’s designed to protect you even if your password is compromised. When MFA is active, logging in involves two steps:
- Enter your User ID and Password.
- Enter a One-Time Access Code.
This code is usually sent to your mobile phone via text message or generated by an authenticator app. HMRC has been rolling this out for all accounts.
Common Government Gateway Login Problems & How to Fix Them
This is one of the most common hurdles for users. Here are the solutions to the most frequent issues.
Problem 1: I’ve lost or forgotten my User ID or Password
The Fix: Don’t panic. There are systems in place to retrieve these.
- Go to the login page and click on the appropriate link to ‘Forgotten your User ID’ or ‘Forgotten your password’.
- You will be asked questions to verify your identity.
- Your User ID will be sent to the email address linked to your account. A new password can be reset in the same way.
Problem 2: My Account is Locked
The Fix: Entering the wrong details multiple times will lock your account for security. Wait for 2 hours for it to automatically unlock.
Problem 3: My account is blocked or I see an error
The Fix: A blocked account can be more serious. It may happen if HMRC suspects suspicious activity, like an agent setting up an account on your behalf without your knowledge.

Problem 4: I’m not receiving my MFA code
The Fix: If you’ve changed your phone number, you won’t receive the SMS code.
What to do: You must contact the HMRC Online Services Helpdesk. They will perform security checks (you’ll need your National Insurance number and address) and help you link your new phone number to your account.

What is GOV.UK One Login?
It’s important to be aware that the Government Gateway is being replaced by a new system called GOV.UK One Login. This new system is designed to be simpler and more secure, offering a single account for all government services, including HMRC, DWP, and others.
The replacement started in 2025 and is planned to be a gradual rollout over several years. It will eventually make the Government Gateway obsolete.
